EDB Vitality Grant Presentation

Federal CARES Act dollars provided through the Washington State Department of Commerce are now being used to design a new program to assist Pierce County community organizations and small businesses.

Launching on Wednesday, September 9, 2020, the Economic Development Board Vitality Grant, will open applications to Pierce County small businesses.  The window for accepting applications is from 10AM PDT Wednesday, September 9, 2020 – 5PM PDT Sunday, September 20, 2020.

Applications are now closed, we will not be accepting any further grant applicants at this time. 

In total $580,250 in CARES Act dollars have been allocated to this program, with $90,250 going to community organizations and $490,000 available for small businesses through $5,000 grants.

We are diligently working to notify applicants who have been awarded the Economic Development Board Vitality Grant. Once the administrative work is done, and all awarded applicants have been notified, we will be able to provide a complete list of all awarded businesses and organizations on our website.

Pierce County small businesses interested in applying for a $5,000 EDB Vitality Grant must meet the following requirements:

  • Must be a Pierce County business (home based businesses not applicable
  • Must have 20 or fewer employees
  • Been negatively impacted by COVID-19
  • Are allowed to do business in Washington State, and who are not Federally debarred https://www.sam.gov/SAM/)
  • Must be a for-profit business
  • Must submit a UBI number
  • Have no affiliation with local government
  • Must be in business since March 16, 2019
  • Must submit a valid W-9
  • Grant recipients are required to enter into a Grant Agreement with the EDB
  • If you have received a grant from the WWSBEG Program, it cannot have been greater than $5,000.
  • Must validate that the grant will be used for expense(s) “necessary” to business operations
  • Must validate that the grant will not be used for filling a short fall in government revenues. (i.e. taxes, licenses, state, county, federal and/or city fees)
  • The business will self–attest that the expense is not funded by any other funder, whether private, State or Federal
  • The business wouldn’t be requesting assistance with expenses if they had not been impacted COVID-19

Frequently Asked Questions:

Are non-profits eligible
No, only for-profit Pierce County businesses are eligible.

Are there restrictions on “types” of businesses that may quality?
There are no industry sector requirements, every type of business can apply as long as they are for-profit.

What happens after the applications close on Sept 20, 2020?
The Economic Development Board will take the following week handle administrative needs (such as confirming that applications are valid) and will then reach out to awardees to notify them. Awardees will then need to sign a contract with the Economic Development Board so that funds can be distributed.

Are there any conflicts with other Federal funding?
Since these grants are created with Federal funds, you can not use other Federal funding for the same purpose, at the same time (double dipping). For example, you cannot use the Economic Development Board Vitality Grant for March-June if you’ve also used the Paycheck Protection Program for payroll from March-June.

Will businesses be required to report the grant funds as income purposes?
Yes, we are requesting the business W-9 for this purpose.

Are P.O Boxes acceptable for addresses?
Yes, but your business must still have a physical address in Pierce County.

Will this program be refunded?
This program was funded by Federal Cares Act dollars through the Washington State Department of Commerce. For this program to be refunded, the EDB will have to receive more funding through the the Department of Commerce.  We have currently not received indication of refunding at this time.
